If your character is autodeleted all of your items will be converted to gold(up to a cap) & your bound items will no longer be bound to you even if they didn't get deleted.
So yes it is still heavily recommended to refresh your characters.

@Lazy, I am pretty sure that a few things happened in terms of opaque distribution of certain items were before your time. An example with fire pieces comes to mind when a certain imp warped to chest locations prior to me reaching them to make a point.

Every arch has 1 base imm and stealth as they already applied their effects before but u had to figure out what it was from calculating bwias & gear, so now u can just see it.

I can make them all soulbound but it would suck for anyone who farmed them with the idea they'd be able to use it on all their alts.

It's not soulbound because lich/barb/shiva items are all items u would typically get when you're pretty much done with your character so they don't really serve a purpose once u get them unless they're not bound. Also they're hard enough to get & usefull so they're good to use for trading.
