Clan kill shouts

Similar to how the guard/priest shout rank ups it would be neat to see if the same could be done for clan/purple PvP kills. Soandso has slain and so shouted by the clanmaster/priest. Any kind of PvP kill would be as rare as rankup shouts are these days. Not too much needless spam and something to chat about pirate
