Dual Wield without SH2

So obviously when you have dual wield and SH2, the poison proc affects the SH2 radius. However, when you don't have SH2 it only affects the target directly in front of you. I feel like in that case it would make more sense if the poison proc hit enemies in the SH1 radius. Minor change, but just something that stuck out to me.

Does SH hit characters that are around you but not attacking you?

No, I'm fairly certain they have to be attacking you for SH to land. Similar to curse/stun landing on enemies surrounding you.
