add minimum turn in rank for quests to /data command

I think this would be useful to add to the command since we have some new players joining nowadays and this question comes up some of the time.

This will make /data too cluttered.

Added to "look" when you click on an item. If it has a min rank it will say so then.
This is now active on the testserver.
